Yes. Home education, known officially as Elective Home Education (EHE), is legal in Northern Ireland. Article 45 of the Education and Libraries (Northern Ireland) Order 1986 places a duty on parents to ensure their child of compulsory school age (broadly 4 to 16) receives an "efficient full-time education suitable to age, ability and aptitude" — either by regular school attendance "or otherwise." That "or otherwise" is what makes educating from home a lawful choice.

You do not need anyone's permission, and there is no statutory register of home-educated children. If your child has never attended school, you are not required to notify anyone, although the Education Authority (EA) welcomes contact and offers advice. If your child is currently enrolled, you deregister by writing to the principal; the EA's Elective Home Education team may then make contact to offer support and check the transition is going well.

You are free to choose your own approach — there is no requirement to follow the Northern Ireland Curriculum, keep school hours, or hold teaching qualifications.   4.
