Is schooling from home legal in Luxembourg?
Yes. Education is compulsory in Luxembourg from age 4 to 16 (extending to 18 from the 2026 school year under the Law of 20 July 2023), and that obligation can be met through home education (enseignement à domicile) rather than physical attendance at a local school. It is treated as an exception that requires prior authorization, so it comes with conditions and ongoing oversight.
In practice you declare your intention to the college of aldermen (collège des bourgmestre et échevins) of your commune of residence, and you submit a reasoned (motivated) request for authorization to the regional director (directeur de région) under the Ministry of Education, Children and Youth. Authorization can be time-limited and renewable, the education must let your child acquire the same skills and knowledge as a recognised school, and the director may inspect progress. A reform to unify and strengthen these rules — including more structured, standardized assessments (bill 8588) — was under parliamentary review with advisory opinions in late 2025 and, to our knowledge, was not yet adopted as of early 2026.
A reassuring middle path is to enrol your child in a recognised distance, private or foreign school. This does not remove the home-education framework, but because the programme is already recognised it makes the equivalence far easier to demonstrate: parents typically support their declaration and request with the school's enrolment certificate sent to the commune and the Ministry — a clean, well-understood route to compliance.
What are the steps to school from home in Luxembourg?
- Confirm the compulsory-education ages that apply — Compulsory education runs from age 4 to 16 today, extending to 18 from the 2026 school year. Children may also attend optional early education from age 3. Confirm where your child sits before you plan.
- Declare to your commune of residence — Inform the college of aldermen (collège des bourgmestre et échevins) of your commune that your child will be educated at home rather than attending the local school.
- Apply to the regional director for authorization — Submit a reasoned written request to the directeur de région, stating your reasons and showing the child will gain skills and knowledge equivalent to a recognised school. File well ahead of the school year; authorization may be time-limited and renewable.
